School district superintendent, James Notter has deemed President Barack Obama’s speech as a mandatory event. Student will not be allowed to opt out of hearing the President’s speech, regardless of what their parents might wish and despite the fact that the President’s address to students was deemed by the Secretary of Education to be purely voluntary.
